Terms of Reference – Engineering Consultancy

 

 

1. Introduction:

 

EducAid is a Italian nonprofit and non-governmental organization founded in March 2000.It currently involves associations, social enterprises and enthusiastic individuals ethically committed to the educational and social work in the international field.

EducAid operates in various countries, establishing relationships of help in the educational sector. It seeks to improve the response capacities of different educational systems according to the needs of all children, with particular attention to the weakest children.

 

2. Project Summary:

 

EducAid received a fund through the Humanitarian Pooled Fund (HPF), managed by OCHA. The project entitled “Improving Inclusive Education in Emergency and strengthening resilience for children and children with special needs in marginalized areas in South Gaza Strip” intends to improve the well-being and enhance the resilience of children (between 3 to 12 years old) in the most marginalized areas in the South of Gaza, paying particular attention to the most vulnerable children: children with special needs, children with learning difficulties or at risk of drop out and labor exploitation.

 

The project, implemented in cooperation with Al-Amal Rehabilitation Society in Rafah, started on September 1stand will be ended by the end of December 2015.

 

The project includes capacity building of teachers, remedial classes, recreational activities and rehabilitation of kindergartens and educational centers in Rafah and Khan Younis governorates. The rehabilitation works include minor interventions aiming to ameliorate the safety, hygiene,and appearance of spaces such as toilets, playgrounds, external games, and classrooms and to meet the special needs of all children, according to the minimum humanitarian standards.

 

 

 

 

 

3. Scope of Work:

 

·         Conduct the needs assessment in collaboration with EducAid and Al Amal staff in15 KGs and 6 ECs.

·         Prepare all documents for tender (such as Bill of Quantities and tender dossier) and all technical documentation deemed necessary for the completion of the project.

·         Analyze contractors/ supplies' offers if required by EducAid.

·         Compile the contract with the selected company if required by EducAid.

·         Verify the quality of materials.

·         Conduct field visits to monitor the works according to agreement between EducAid and the contractor/ supplier and write weekly reports;

  • Verify and record both the quality and quantity of the implemented work, as well as the progress of the works and their correct and accurate fulfillment.
  • Survey and control the performance of works according to the agreed dynamics of works and limit period of the project.

 

 

 

4. Duration of Consultancy:

 

Duration of this consultancy is two months, from October 10, 2015 to December 10, 2015. .

 

 

5. Reporting Mechanisms:

 

The consultant will submit weekly progress report to EducAid project manager. This report to include main achievements, progress and deviations as per planned tasks, problems encountered and recommendations. 

 

 

6. Deliverables:

 

·         Weekly work plan, especially for site visits.

·         Weekly progress reports to be submitted on Thursdays afternoon.

·         Monthly timesheet to be submitted by the end of each month.

·         Request of payment to be submitted no later than the fifth of coming month.

 

 

7. Minimum Qualifications and Experience:

 

·         University degree in civil engineering or other related field.

·         At least two years in civil engineering.

·         At least two year in rehabilitation works.

·         Good command in English.
